## Job description

岗位职责

### 管理规范
- 参与IT预算管理体系更新，明确重点项目立项审批、支出审核、动态调拨机制。

### 预算合理性评估
- 牵头组建跨部门专家组，对重点项目进行投入产出分析，审核技术方案与预算匹配度，否决低效冗余预算项目。

### 业财融合与效果评价
- 建立IT项目标准化成本模型，设计定量与定性结合的多维评价体系，输出IT预算管理评价报告。

### 执行过程监控
- 搭建重点项目IT预算执行看板，追踪月度/季度整体预算执行偏差，对超阈值项目发起预警及合规审查。 任职资格

### 教育背景
- 本科及以上学历，信息管理、财务等相关专业。

### 工作经验
- 5年以上集团化预算管理经验，其中3年以上医疗健康行业预算管控背景，熟悉大型医院信息化建设项目全周期预算逻辑。

### 专业技能
- 精通全面预算管理工具，熟悉医疗IT项目成本构成；掌握项目预算评估方法，能独立完成千万级医疗IT项目经济效益测算。

### 能力素质
- 兼具财务严谨性与医疗信息化业务敏感度，能从集团战略视角平衡投入优先级；强跨组织协调能力。

### 加分项
- 参与过大型医疗信息化项目预算编制。
- 熟悉医疗设备与IT系统的预算联动管理。
