## Job description

【全球外派运营的独立管控 (Operational Command)】
- 端到端主导外派生命周期运营（Deployment –on Assignment – Repatriation），覆盖大体量外派与商务出行人群。
- 独立负责合规追踪（税务/社保/签证）与全口径成本管理，确保全球移动成本透明度与预算闭环。
- 作为员工体验的责任人，建立标准化服务目录（SLA）与 1v1 问题解决机制，确保外派安置体验的“零摩擦”交付。 【数字化与产品化转型 (Digital & Productization)】

### 主导 GMS 运营的“标准化 → 产品化”升级
- 将政策、流程转化为可配置、可追踪的数字化工作流（如Assignment lifecycle data management、工单管理、外派 Portal）。

### 拥抱 AI 工具
- 利用 AI 进行数据清洗、异常预警、政策问答自动化，持续提升运营人效。

### 以数据驱动决策
- 搭建运营指标体系（KPI），用数据可视化（Dashboard）向管理层呈现全球外派的健康度与改进机会。 【跨职能集成与规则贯通 (Cross-functional Integration)】 1. 作为外派“规则引擎”的枢纽，联动 Payroll、税务（个税/TEQ）、财经（关联交易）、HRBP、法务/ER，确保业务规则在系统与流程中的定义与勾稽闭环。 2.

### 主导“例外个案”的结构化处理

将灰度场景转化为标准逻辑（或触发升级通道），减少模糊管理空间。 【基本要求】 1. 8 年以上跨国企业外派人员/薪酬运营/数字化产品经验，其中至少 3 年团队管理或项目负责人经验。 2. 英语可作为工作语言，具备跨时区、跨文化协同能力。 【核心能力（必备）】

### 数据与逻辑能力
- 熟悉数据库思维（字段定义、勾稽关系、公式嵌套），能独立完成业务规则到系统逻辑的翻译（BRD），有 HRIS（如 Workday / SAP SF）或数据产品落地经验。

### AI 工具应用
- 熟练使用 AI/自动化工具（如 RPA、LLM 应用、低代码平台），有将人工流程产品化、自动化的实际案例。

### 合规敏感度
- 理解跨国个税（假设税/税负平衡清算）、社保、签证与劳动法的基础框架，能在规则冲突中做出权衡决策。 【加分项】
- 有从 0 到 1 搭建系统/流程的经验（咨询背景、数字化产品背景均可）。
- 熟悉中东/拉美/欧洲任一区域市场的雇佣合规环境。
